Environmental Compliance Consulting in New York City & the Tri-State Area

The Right Sequence 🡢 The Right Paperwork.

CRE helps owners, general contractors, architects and public-agency project teams in New York City, Long Island, Westchester and the Tri-State area work out which environmental rules apply to a project, in what order, and with what documentation. We plan the pathway, coordinate the filings and independent specialists, and assemble the closeout package — so permits are not delayed and the file holds up with agencies, lenders and insurers. When the building has to be rebuilt afterward, CRE does that too.

Early is cheaper. The best time to call is before the design freeze, the bid or the demolition date.

What Is Environmental Compliance Consulting?

Environmental compliance consulting identifies which environmental regulations apply to a construction or property project, sequences the required surveys, filings and abatement, and coordinates the documentation — so permits are not delayed and the closeout file holds up with agencies, lenders and insurers.

In New York City a single renovation can involve DEP for asbestos, the state Department of Labor for licensing and mold, DOB for permits, OSHA for worker protection and EPA or NYSDEC for waste. The work is not mysterious, but the order matters. Most delays come from a missed step or a filing made out of sequence.

When Should You Bring in Environmental Compliance Support?

Before design freeze or bid

Environmental exposure changes scope, budget and schedule. A pre-project review catches asbestos, lead, PCB and waste issues while changes are still cheap.

Before a demolition or renovation date

If survey, notification and permit lead times are not backed into the calendar, the first swing slips. We build the schedule backward from your date.

Public-agency or large private bids

Bid documents often require specific environmental qualifications, submittals and closeout records. We help assemble complete, compliant packages.

Acquisitions and lender requirements

Due-diligence findings need to be translated into scope, cost and sequence. We coordinate the qualified specialists and turn their findings into an actionable plan.

A stalled or flagged project

A permit hold, a failed clearance, an unexpected finding or an agency question. We diagnose where the process broke and what restarts it.

How We Work

A consulting engagement can be a one-time scope review or a continuing role through closeout. The steps are the same.

01

Intake and document review

We review the building information, drawings, prior surveys, bid documents and schedule, and ask the questions that decide scope: building age, use, occupancy and what will be disturbed.

02

Regulatory pathway map

We identify which agencies and rules apply, the sequence of surveys, notifications, permits and clearances, and which party files each. The output is a plain-language matrix.

03

Specialist coordination

We help you retain and coordinate the independent specialists the project needs — investigators, assessors, monitors, laboratories — and brief them on the schedule.

04

Filing and permit support

We prepare and track the DEP, DOL and related documentation within our role, and flag what the design professional or GC of record must file.

05

Field coordination

As work proceeds we keep an issues log, update the schedule when surveys or conditions change and keep everyone on the same page about what is cleared and what is not.

06

Closeout package

We compile filings, monitor and clearance reports, waste and disposal records and photos in one organized file for your lender, insurer or agency.

What We Keep Independent — and Why

Consulting is only valuable if it is trustworthy. Some roles must stay separate from the contractor doing the work. We follow those rules, and we say so up front.

SituationThe ruleHow we handle it
Mold assessment on a mold jobNYS Labor Law Article 32 requires the assessor and the remediator to be different companies on the same projectWe bring in an independent licensed assessor; we never assess our own remediation
Asbestos air monitoring and clearanceThe project monitor must be independent of the abatement contractorWe coordinate an independent monitoring firm; we do not monitor or clear our own abatement
Asbestos surveyPerformed by a DEP-certified investigatorWe coordinate an investigator and work from the report [CONFIRM whether CRE employs one and the independence policy]

— the rebuild

Planning the Rebuild, Not Just the Cleanup

The cheapest time to find a problem with a rebuild is before it starts: which environmental steps must come first, which permits are needed, which approvals have lead times, and how all of it lines up with your reopening date.

Because CRE also performs the cleanup and the reconstruction, the plan we write is one we can build. If you only want the plan, we write it. If you want the work, we carry it through.

One Point of Accountability

Because CRE also performs the abatement, demolition and removal, our guidance is grounded in field reality — what takes how long, what holds up filings, and what inspectors ask for. And we are clear about where independence matters.

Field-Tested Sequencing

We plan the pathway the way the work is actually done: survey, notification, abatement, clearance, demolition. Schedules built backward from your date.

Closeout Files That Hold Up

Agencies, lenders and insurers ask for records months or years later. We build the file so it answers their questions without a scramble.

Environmental Compliance Consulting Across New York City & the Tri-State Area

Rules differ across our service area. Inside New York City, DEP’s Asbestos Control Program and DOB permitting set the pace. Across Long Island, Westchester and the rest of New York State, the Department of Labor’s asbestos rules apply instead of DEP’s.

New Jersey, Connecticut and Pennsylvania have their own licensing and notification requirements. We map the jurisdiction first, then the pathway.

— FAQ

Environmental Compliance Consulting FAQ

What is the difference between an environmental consultant and an abatement contractor?

An abatement contractor performs the physical work, such as removing asbestos or lead. A consultant plans the pathway, coordinates filings and specialists, and documents the result. CRE can provide planning and coordination alongside the field work, while independent roles — air monitoring, mold assessment — stay with independent firms.

For planning, sequencing, filing coordination and closeout documentation, yes. For roles the rules require to be independent — mold assessment on a mold job, asbestos air monitoring and clearance on an abatement job — no. We bring in independent firms for those and are open about it.

As early as possible: before the design freeze, the bid or the demolition date. Survey, notification and permit lead times are fixed, and they decide your start date. Early review also surfaces scope and budget exposure while changes are still inexpensive.

We coordinate qualified environmental professionals for Phase I assessments and other due-diligence work and translate the findings into scope, cost and sequence. [CONFIRM whether CRE issues Phase I reports in-house; if it does, state the credential.]

Yes. We are familiar with the compliance requirements of SCA, DDC, NYCHA and MTA projects, from bid documentation through final closeout. [CONFIRM] Agency requirements vary by contract, so we start from the contract documents.

[CONFIRM pricing model: fixed fee for a scope review; hourly or monthly for continuing support; no charge when included in an abatement or demolition scope.] Tell us the project and we will propose a scope and fee.

Yes. CRE can write the plan and then perform the cleanup and the reconstruction, or hand the plan to your team if you prefer. The plan is written by people who also do the work.
