One Contractor 🡢 Cleanup to Reopening.
Disturbed material or a water event in a commercial building? Isolate the area and call us — 24/7.
New York State splits environmental work between city and state authorities. Inside New York City, DEP’s Asbestos Control Program governs asbestos projects, notifications and certifications, while NYS DOL licenses the contractor. In the rest of the state, asbestos projects follow NYS DOL Industrial Code Rule 56. Mold work over 10 contiguous square feet is governed statewide by Labor Law Article 32.
We map the jurisdiction first, then the pathway, so your filings and your schedule line up.
| Topic | Where it applies | What it means |
|---|---|---|
| Reconstruction | NYC / elsewhere | Building permits, inspections and sign-offs from NYC DOB in the city and from town or village building departments elsewhere; licensed trades for plumbing, electrical and fire protection |
| Asbestos in NYC | Five boroughs | DEP notifications, certified supervisors and handlers, independent project monitor, completion filings; NYS DOL contractor license |
| Asbestos outside NYC | Long Island, Westchester and the rest of the state | NYS DOL Industrial Code Rule 56: licensed contractor, state notification and clearance requirements |
| Mold | Statewide | Labor Law Article 32: licensed assessor and licensed remediator, separate on the same project, over 10 contiguous sq ft |
| Demolition and renovation permits | NYC / elsewhere | NYC DOB inside the city; town or village building departments elsewhere. Asbestos requirements must be satisfied first |
| Lead and hazardous materials | Statewide | OSHA and EPA rules; NYSDEC for hazardous waste and petroleum spills |

The five boroughs: offices, lofts, industrial, healthcare and institutional buildings rebuilt to DOB and landlord requirements.
Office floors, retail and medical suites rebuilt after hours around freight-elevator and landlord constraints.
Loft and warehouse conversions, industrial waterfront and storefront corridors rebuilt after loss or abatement.
Large-floor-plate industrial, hotel and institutional rebuilds, phased and zoned.
Industrial, food-distribution and institutional rebuilds, often paired with hazardous-material work.
Storm, flood and fire rebuilds of waterfront and commercial properties, planned around the bridges.
Nassau and Suffolk schools, industrial parks, medical offices and retail rebuilt under town and village permits.
Corporate campuses, hospitals, colleges and schools rebuilt in phases under municipal permits.
Every CRE rebuild follows the same six-step sequence. It is built around what the building, the permits and your reopening date require, not around what is quickest for us.
