Commercial Reconstruction in Pennsylvania: What It Takes

In Pennsylvania, building permits come from the municipal code official, and asbestos work that precedes a rebuild requires L&I-certified contractors and individuals and advance DEP notification. CRE takes select commercial, institutional and government reconstruction projects, primarily in eastern Pennsylvania.

Pennsylvania’s process differs from New York’s, so we map the Pennsylvania pathway first and schedule backward from your reopening date.

Who Regulates the Work Before You Rebuild in Pennsylvania

In Pennsylvania, the Department of Labor & Industry certifies asbestos contractors and individuals, including workers, supervisors, project designers, building inspectors and management planners. Anyone entering containment must hold current certification. The Department of Environmental Protection handles abatement notification, generally at least five days before work begins, through its GreenPort system; L&I can waive that period in an emergency.
